How is import duty calculated in Ghana?

Ghana's stack is the layered one. On the CIF value you pay the duty band, then NHIL 2.5%, the GETFund levy 2.5%, the ECOWAS 0.5% and AU 0.2% levies, a 1% GRA processing fee and a 0.75% ICUMS fee — and 15% VAT on top. Several of those levies sit outside the VAT base, which is why Ghana's effective rate is a stack to model line by line, not a single percentage.
